No, M-Pro 7 Gun Cleaner is not water based. It has a non-toxic solvent base which can be diluted with water. This is why it is so effective at removing carbon and powder fouling. The solvent base soaks into carbon type fouling and loosens it. Oil based CLP and gun cleaners will not penetrate carbon type fouling. These products will sit on top of the fouling. There are numerous chemicals that will soak into carbon fouling, such as Hoppes No. 9 Solvent but why use something with dangerous chemicals when a non-toxic solvent works as well or better?
I used to think M-Pro 7 gun cleaner was water based because it acts just like water when you apply it to carbon. It soaks in quickly.

I then tell them that i have cleaned many guns with water and with soap and water. I have also performed gun cleaner test using water, soap and water, Simple Green and Windex. All of these worked very well.
